For people saying they look dirty, you probably didnt play HL2 Ep 2 In the game they a isolated from other combine regions so thats why they look wasteland-y

They're dirty because they were constantly doing missions in the outland sectors and were unable to be pulled into stasis inside the citadel

nah, they just aren't able to service their uniforms since they are basically always clean, OTA cannot defy orders from advisors or overwatch
