as many mentioned, it's not stylized properly, the choppy framerates also look bad.
that's it, this is why it sucks.

Overall pretty nice
The specific texture you used here looks weird when this large (maybe thin the lines?). The rotation operator you put on it also is odd looking since electricity doesn't really rotate like that.
Now don't get me wrong here I still think it's a pretty neat unusual. I really appreciate the simplicity here. Keeping things to only 1 or 2 textures is a great approach to making unusuals and I think that's really commendable.
Like Glassy said, I think adding in a bit more visual flair with a softer glow could help it really pop out more as an unusual effect, otherwise its pretty good!
