Yeah, I got the model from the official website. And here's how to transfer models to gmod you can see in the intrenet, I'm not a teacher here and teach someone there do not want to and will not.

In the official NIKKE page there are MMDs models for some chracters, between them being rapi, did you get this model from there? if so, how did you export it to GMod?

btw I think it's because the model is big and the game can't put blood decals on it, usually it just spams the console that it can't add decals, but apparently it doesn't work for you. I just don't know what could be causing it, other than a large number of polygons/vertexes. The model is bigger than a normal source compiler can pack by about 3 times.
