do you have any mods that affect land_units_tables/land_units or main_units_tables/main_units? Any mod that affects one or both of those files will cause this mod to not work. You can try to change your load order and it may help with other mods overriding it, but as far as I know any mods that affects the same files as each other will never work together unless a compatibility version is made.
