A Harmless Avacado, those two Great Powers must know each other.

A Harmless Avacado, there are always 2 Great Powers possible and they have a relationship debuff. There can be only two Great Powers or none at all.

Regular and Fallen empires have different criterias but they are all the subjects to the limit of only two.

1. Do these debuff apply to the two strongest "regular" and "fallen" empires separately? Or, "regular and fallen"?

Or if not that then,
2. Does every single empire (regular or fallen) who's powers' are similar in power get the relationship debuff?

If so,
2a. Does the relationship debuff apply to empires who don't know of the other empire's existence?
2b. What power thresholds start and end the relationship debuff?
