I have a question:
When I change the IMP_loadout (in my mod) your mod here doesn't work anymore...
It shouldn't need to address the loadout so I wonder what's up?
Maybe you have an idea?
(Yes, I clone the IMP_loadout_basic and rename it to the original id)
Anyway, cool that you made it!
1 Start a new game.
2. Deactivate it, restart the game and then reactivate the mod.
It works perfectly when starting a new game.
An idea (not necessarily for everyone): If you really must have more perks, past what this mod provides, you could also just get the mod that adds levels. Either, you get more perks from one level, or you just add more levels to your merc.
I know it's not the starting perk choices. But I'm not missing some of those anyways. For example, you get night vision from NVGs. So, that one night perk in particular is only so useful. Same with others. Like, how many mechanics do you really need on one team, am I right? A lot of them are only so good.

I get multiple IMPs through Tobias's Custom Settings mod and it works fine for me as well. I'm running 30+ mods and this one, More Perks, never causes me a problem.
I am using this Custom Settings mod (maybe that's relevant).

Are you able to make one that increases skill points when leveling up?
You could only have 9 points when your merc reaches level 10.
It would be awesome if we could have like 18 points. hahaha
