It does not, but the mod's tables would be relatively easy for someone with the inclination to expand it to those other mods. It's largely just a matter of copying what's already in the mod several times, and replacing the entries for Overseer and Caravan Master with whatever unit those mods use.
More time consuming than difficult, if you could find someone willing to do it (or if you have basic mod creation skills and wanted to do it yourself).
Does this skill get added onto any other modded Caravans/Convoys/Lizard Expeditions?
Are you using any other caravan mods? And have you tried putting this mod at the top of your steam load order?
It would need a compatibility patch. It shouldn't be hard for anyone who knows basic modding, just tedious. You have to remake lines for each new caravan leader unit type.
I have coded it so the AI will consider this a priority skill, so they *should* spec into it and therefore use it. I have not been able to test that (as I am playing as Chaos Dwarfs and Cathay is long dead in my campaign). However, if they are not using it, that would be an AI choice to pick a different perk. I have done what I can on my end to get them to take it.
Unfortunately, this mod requires making a new skill for each caravan/convoy leader. Which means I would have to do it for all the new convoy/caravan leaders in a mod I don't personally use. However, it should be simple enough (though perhaps a bit time consuming) for another modder to make a submod of it who uses that mod as well.
Out of the box, no. But someone could probably make a sub-mod that would apply it to those factions' caravan leader characters.
