I did not like having the speed alteration be a neccessity either. The good news is that version 2 will demand no such thing. A more finley tuned speed-regulation system is 80% complete already.

Just keep the lead vehicle 5-10 slower and they will catch up anyway while keeping speed limits for tailing vehicles in large convoys at a reasonable levels, preventing potential rearending on break checks and keep the behaviour smoother
