Depends on which modifier it is. Special Forces Capacity Multiplier boosts the special forces cap based on how many brigades are in your army, but you have to have a lot of divisions to get anything from it. The really good one you want is Special Forces Minimum Capacity
Jacob, if you already have the tech, then you'll end up with a bonus to manufacturing instead.
Ghost, the way it's currently planned is kinda like Lanius and the Legion. You'll be in the NCR, but wont be able to call them into your wars. Eventually you can join as a full member, or go your own path, and form a settler coalition.
for the Independent path like it will be its own unique branch rather than the path of pilgrim or mutant correct. If so what will the paths look like example I want my Timberline to form Oregon and pretty much become similar to the NCR style government but not bending knees its NCR or Brotherhood laws and just be its own nation or will their be more authoritarian path along with it?

Coolman, I am looking at manpower for next version. One of the reasons you get so many cheap cores is to help you with manpower issues. Ideally, you'd augment your garrisons with robots and maybe even your holding lines.
