That is a good observation. I usually try to follow some form of design hierarchy (from functionality to aesthetics n'such). I've noted, that the design choice is odd somewhere in development, but that's the extent of that.

Outside area is built with walking distances in mind, so it's not big unfortunately. It was build with zombie survival in mind, so the distances have to be short.

question. how big is the outside, cause i'm a sandbox person and like testing addons.
