Jacobstown, Utobita and New Vegas are incredibly overpowered. For exemple, I completely lost to Jacobstown in a battle: I had a 20k army, they had a 13K army, I had military tech 4, they had tech 1.
1. It's unbalanced. Ik some nations are meant to be stronger and some to be weaker but for example NCR vs Legion in lore was an equal long war but in game Legion is geting wiped out easly.
2. Very slowl progresion feeling (both in map painting and gaining improvments in country)
3. Kinda lack of events.
Okay, so I played a few hours in this mod and I think I can now rightfully express my opinion. let's start with the fact that i'm a fan of the fallout series and i have thousands of hours in eu4 so i know both things very well. Also i did a little research to make sure im right about thinks im going to write bellow.
Overall the mod is very good and has the potential to make my dreams come true. I don't know how many people are working on it and if you are going to make it the best possible or it's just a project for fun, but if you're looking for constructive criticism, keep reading because I've included my thoughts below. Everything is in general and brief, I can expand on any point if you ask.
1. The amount of troops deployed by countries.
A small town, actually a village (e.g. Nipton) is able to field 10-15 thousand troops. The numbers should be significantly reduced, it can be done with a flat modifier for all nations by reducing their force limit -50%. The numbers will still be too big for the realities of Fallout but this is eu4 so you have to compromise.
2. New Vegas NERF
They are OP from the start and if you let them grow they are unbeatable without exploits.
3. Deletetrade nodes from all provinces.
The idea, as I understand it, is to symbolize the level of city of a given province, but development is enough for this. Spam trade center in every province makes all countries very rich and it destroys the economy.
4. ALL elective IDEAS
No offense but right now it looks like someone who doesn't play eu4 randomly came up with these ideas. They have no meaningful synergies in policies. Some are OP, others useless, I don't know why they were added at all. Changed the ideas from vanilia only for the worse, which makes them even more uncompetitive to the invented ones.
My suggestion is to delete all and start from scratch. Maybe instead of doing so many, do less but more carefully. But I like how ideas more focused on playing tall were invented. I've also seen some interesting original ideas, but it's not worth choosing them because a few others are OP.
At least for the most popular nations, their ideas need to be rethought. For example, NCR has some random commercial ideas that don't match anything, neither the gameplay nor the fallout vibe. I understand that giving them army bonuses when they start with the most development is too op, then I suggest diplomatic bonuses related to the mechanic of adding nations to ncr and uniting them. To balance this, the ncr may undergo internal crises similar to those mandated by heaven, but weaker.
Maybe it's because of too expensive goods or maybe because the prices of armies and buildings are too low. Either way, it's too easy to make a lot of money. I understand that converting eu4 ducats to fallout caps is difficult, in that case I suggest not to do it, just replace the ducat icon with a cap and leave the values the same or even make everything more expensive.
Also consider removing/hefty nerf decisions in the estate. Especially the one that gives +2k caps in exchange for -15 loyalty and super cheap advisors.
7. Mission Trees
Now they are basic. NCR does have missions to create california etc. but there is nothing in the mission tree other than the usual vanillia eu4 missions.
It would be great if at least the more important countries got their unique mission trees, one can suggest fallout wiki when creating them. The simplest example legion and ncr should have as one of the first missions to take the dam and then a reward in the form of claims on new vegas, maybe even cb vassalization / pu.
8. using dlc with great projekts.
Instead of building flat huge bonuses for just 4k caps, special projects in each province could be placed on the map in unique places. Weaken nations in ideas, give them these bonuses in projects. Again, I'll refer to the new vegas dam, but there's also Helios, etc.
Summary:
The mod has a lot of interesting ideas (I don't mean in-game bonuses now, I'm writing about the mod project)
I like the map very much, it is surprisingly accurate as to the location. The graphics are great, there are events, there is improved diplomacy, music, but it's all a beta version, very unbalanced. I hope that the creator(s) will continue to develop this mod because despite its flaws, I am already a fan.
Yeah, though my problem is mainly Mariposa, the Super Mutants to the north. Even when they start at just level 1 tech they are overpowered.
And no, I don't know what "invite to NCR" does. It seems like it should be like an invite to a federation, but it does not do anything like that.
Overall this mod is great, and I think things will even out as time goes on.
