Maybe you have done something wrong, check the value of the brake then you are moving, also make sure that you have chosen the right cabin

I can't get it to move. Even with infinite fuel and power the engine just revs and it sits there. Any tips on getting it to work?

TLD TPX-500-MTS or Douglas TBL-280 might be good ideas? Biggest issue in Stormworks is that many creations don't have a way of steering the nose with a tug so maybe using the electrical connector as a lift point may help?
