Start as Tokugawa (Japan is the important part, but he edges out Hojo), and choose another copy of Japan for country and Jayavarman for leader.
Double Japan leads to stupidly high adjacencies; its only weakness is that you need high pop to build enough districts. Jayavarman solves this problem, giving food from holy sites BASED ON ADJACENCY. With this combo, your cities turn into absolute powerhouses.

Thanks for being quick to reply and giving me info on where the second pantheon should be found. For anyone running into the same issue: the workaround is to disable CQUI for a single turn, buy the second pantheon, and then re-enable it.
I am running 2 mods that touch on religion, namely Religion Expanded and Tomatekh's Historical Religions, could there be some kind of incompatibility there?
could you added the way to get a 3rd and 4th, 5th... ability?
@Benchie Paul It works fine in my game. This mod alone does not report errors, there are only other mods that conflict, please check the enabled mods yourself.
