There isnt specific regulations. The team just tests them to make sure they don't have insane knockback, super long combos, excessive recovery options, etc. Just to make sure they are fair. You can have your friend submit his characters to us if he would like!

My Luffy is designed to be tournament legal and follows those guidelines. His Luffy seems a bit overtuned sadly :( If I made Luffy's recovery better he would be a bit too good
