it seems that you need to have exists = owner before the context switch (planet.owner), because it keeps checking uninhabited planets as well.

Yes, it is possible. I think it's the Dynamic Political Events have an edict which allows you to activate a secret police which kills pops in your empire for not having the same ethic as your government's.
That coupled with this mod would bring you the true space communism experience.
