So, I'm not sure exactly what happened here, but here's my best guess as to what the actual intent of this mod is.

"The Demon Prince can recruit the 4 monogod legendary lords, and they can get their quest items.
Slaanesh- N'Kari
Nurgle- Ku'gath
Tzeentch- Kairos
Khorne- Skarbrand"

I'm unsure what the whole "chaos is booming and kaifa is a whole faction" thing means. I'm also not positive on the next paragraph, but I think they're trying to say that new techs were added to the Demons of Chaos?

"Since the demons of chaos don't have the robust individual tech trees of the monogods, they're able to field more troops to make up for the reduced overall stats/effectiveness.

Reduces construction cost by 5/10/15%
Reduces building time by 1 turn
Reduces upkeep of demonic troops by 18%
Reduces recruitment time for all units by 1 turn."
