Adjustments were done on a region-by-region basis; in return for lowered arable land India and East Asia received intensive subsistence farming which allows them to support the same number of peasants.
I have another version of the mod, linked in the description, which doesn't include arable land changes if you'd prefer vanilla or another mod's arable land distribution.

Western-style factories were built at the earliest in 1865.

That would be my guess, but let me know how it goes. If that doesn’t work, I‘lol upload a lite version tomorrow that only has the PMs.
Historical Population Growth & Resources (HPGR), is change arable land to serve only as states population cap.
* Agriculture, Livestock farms are changed to buildings with a fixed max cap in "Resources" tab.
So, I wanted to introduce this Mod's PM without changing the cultivable land cap, but as matter on load order ..

.. Is there any problem with the recognition?
I haven’t tested it with that mod specifically, I’d guess the only conflict would be different values for arable land, but load order should resolve that. Most of my changes were to subsistence farms, so that part should work fine. Thanks!
