From what I understand after rereading the interactions, I can have Phillip II in the game and still benefit from one city state that has met him to host a tournament without downloading the tournament mod.

Which honestly sounds more fun since it’s something different to focus on whenever Phillip II is randomly in the game. Sort of like how Sweden adds the Nobel Prize competitions when they’re in the game.

Obviously leader's ability is stronger with game mode (more tournaments more double rewards).
