Yeah, the loyalty seem insane. Once you get a com hub or harbor it exerts a preposterous amount of loyalty. I was converting entire empires at a time with just a handful of nearby cities.

Loyalty part is bugged. My cities had citizen pressure between +600 and +800 and I exerted 60 pressure from someone else that was quite far away

I think the loyalty part of this mod is not working correctly. I was playing against Margeret Denmark. I was in a heroic age and she was in a dark age and she was exerting insane levels of loyalty pressure on me that I could not explain and it was just destroying my empire. I have screenshots if you're interested.
