Rebels being able to give ammo or health to the player is determined by a spawnflag keyvalue. The delay between them giving aid to the player, and how much they give per use, is determined by console variables.

btw V92, im not sure if is the case with you or other players but auto player squad does not make medics have the ability to heal other npcs, but using the auto squad_use you can "bring" them to your team with their proper role such as ammo giver/medic
