When this one connected loader directly, DO doesn't recognize loader as resource available.
I inserted

$STORAGE_IMPORT RESOURCE_TRANSPORT_GRAVEL 50
$STORAGE_EXPORT RESOURCE_TRANSPORT_GRAVEL 30

as 1 day stock place, DO worked.
