They get away with it because nobody really cares all that much. It's technically against the rules, but the rules are barely enforced. The Workshop is massive, and Valve has more to care about than whether or not a mod for Garry's Mod uses their assets without permission. Moderation of the Workshop is mostly focused on more important matters. If I were to do it then I'd probably face zero repercussions, but I'd rather not do so anyway... just in case. Hope you understand.

oh i didnt know that, then how other mappers get away with using csgo packed textures in one single map? there is plenty of maps that dont require mounting how would that work? genuinely curious

Hi there, packing in TF2 and Counterstrike textures is not technically allowed. TF2 is free to install and mount to Garry's Mod, and Counterstrike is only used for exactly one model. Sorry for the very late reply.
