The set is in part inspired by the Highland Hound set. When doing the concept i wanted to make something akin to that 2011-esque era of halloween items. It's a costume, whereas the racc man is supposed to be a stand alone cosmetic.

It makes more sense for valve to pick an item that's not part of a set for a halloween case - and for them to pick a set for the halloween restricted part of the update. Personally i think the racc man should be restricted.

Btw im kinda confused why your raccon set its gonna suppose to be halloween-restricted, meanwhile the Racc Mann it has a appearance of halloween-restricted item but isn't... volvO why?
And probably is gonna kinda confuse new trader players because they have the same visual idea scheme of the item. I mean 50/50.
