With small rural farms and small food factories, distilleries small meat industry. so you could feed the starting population . and maybe Small Cement Plant and Small brick factory in the capital where you can import resources. would be nice.
I do not think there ware any national grid in 1922 but cities had small power stations,
Eery city should have a small power stations. and if there are towns along a river there could be water wheels.

a one single track railway across the map from western border to soviet border going threw whew (example) 3 cities and 10 villages. Cities and most villages along the track should have rail storage's and passenger stations. And cities should have rail open storage's. Also one Iron mine (Tiny Iron Mine (by NOVU)) in a small city should have a single track rail way line going to city that has few (Tiny Iron Works (by NOVU)). So you could buy coal ore and build a steel mill. And towns should have whew small farms, and the towns along the railway should have another railroad warehouse for importing crops to cites that could have small food factories and distilleries.
With little bit industry and small farming it would be a fun and realistic 1922 start.
