I actually tackled a similar comment on one of the other variants, so i'll copypaste the response here (since it's pretty long):
"Haha, we actually had that EXACT plan; in the original concept, it was supposed to spin. However, due to limitations on what we can do for a cosmetic, we weren't able to get this working. We initially wanted to see if it was possible to get it to work with jigglebones, however, getting a fluid motion (like the propeller spin) was simply wayyy too finnicky to get it to theoretically get right in practice, as jigglebones aren't meant for static motions like those (they're meant for organic deformations, like the holy mackerel's (fish melee) flop)."
