not growable after many weeks of play and zoning a lot of office areas

Naturally would think so but never has it shown up in any combination of the title. There must be a needed DLC, I worked backward in the theme manager by showing all excluded AND office and there was just the three I wanted excluded. This isn't loading into my game; just vanilla with afterdark. Thanks anyway.
