I guess people wanted No Mercy to have storm mode. It does have rain, but it doesn't have the hard rain mechanic.

I think Cold Stream should be the last map to have a storm mode because not many people like that map. No Mercy also needs storm mode even if it's already raining, since it doesn't have the Hard Rain storm "mechanic". I dunno about the first 2 chapters of Hard Rain, would be cool perhaps.

i think both no mercy and hard rain should also have storm, especially since hard rain has no storm for the first 3 chapter so it would be cool to play it from the start
