I figured it out, it seems installing https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2799711826 fixes the missing textures for soldier 2, might need to restart after adding it though.

So only one or two of these models seem to be appearing in my player model list. They show in the spawn menu, but I cannot equip any other models except the "Assessment Team" and the "Field Op".
