Then either right click on Gates of Hell in your library and go to manage, browse local files or go to -
:\Steam\steamapps\common\Call to Arms - Gates of Hell\mods
And just copy and paste the number folder of the mod there, rename it to whatever you like, just make sure it's all together and not separate like for example PSMM and not PS MM because the game will not read the latter and then replace the mod files with yours, it should be just a .dds file for the background which you can open up in GIMP 2 and a .wav file for the song which you can convert through online tools.
Then to upload the mod you will probably have the workshop uploader tool in your binaries/x64 folder in the main game directory. I also plan on making a guide detailing everything I currently know about modding this game soon with pictures when I get better.
