In terms of config settings that might reduce lag you could try these:
"UI Image -> Use Item Textures: On"
"UI Panel -> UI Display -> Hide UI For Air: On" (Only works if UI Display: Automatic)
"Features -> Content Toggles" (This contains options to toggle all the content on the panel. Turning off the image might reduce the most lag)
There is also a keybind for turning on and off the UI if you want to manage it yourself.

If you turn off the config LockPosition then you can freely drag the UI around.
The default is middle mouse button, but I think that modded keybinds are unbound by default so you will have to bind it yourself
