Crank down the base loot and turn the spawn rate to minimum and see how things spawn.
It's very, very strange. I'm not running anything that messes with spawn rates and my server settings are default.
It is also a big ask to hand over all creative license just willy nilly and I doubt any real creators would be, "sure why not". This applies to any and all of my current and future mods.
There are plenty of avenues to customize how the mod interacts with your server both through the options and adding in your own patch scripts doParam, Itemtweak, overrides, etc.
This would include you extending your creative license to us, allowing our mod team to add/edit/use your mod to suit our server. As such we would not publish our edits to the workshop. We will include credit to you as the original creator of the mod, of course.

Just wondering.
@AcidicMantis it should work on pre-existing saves but only if your sandbox settings have loot spawns setup which I believe on default is not the case in single player. If you do have loot spawns on then its more about timing and whether it had a chance to populate (shelves too full, visited too soon before the spawn timer could work, etc.)
