To my knowledge, no. A not-so-elegant solution is that you download multiple themes and enable the one you need in your current save. When you switch to another culture, you switch to a different theme.

is there a way to make these custom ui colors specific for some cultures ,

like for example the Ui will be purple only if you plau greek/byzantine cultures ?
