@Shane - read my mind - working on a L1 and L3 and also a 2x2. May combine in a pack if I work out how to. Very good suggestions

Nice job.

It would be great to have L1-3 versions so it spawned and upgraded as the industry got wealthier. Perhaps the tarmac is newer and pipes shinier at level 3. At level 1 perhaps it's mud rather than tarmac.
