You can very easily update the mod for yourself by following 4 short steps I showed at the previous comments page.
I've been using the CheatMenu to revoke land to replace buildings before this, and the AI has never replaced my buildings with theirs. So I'm confident the AI never replaces building - they only ever upgrade them :).

In the mean time you can do it yourself:
1. Find the original game file and copy it:
goto 'Steam\steamapps\common\Crusader Kings III\game\gui' folder. Right click and copy the file 'window_county_view.gui'.
2. Paste it at the mod folder:
goto the mod folder at 'Steam\steamapps\workshop\content\1158310\2669789674\gui'. Paste it here and overwrite the outdated mod file.
3. Edit that pasted file (at the mod folder, dont edit at the original game files) with the instructions the modder showed above:
replace line 2425:
visible = "[And(GUITrackItem.IsCurrentBuildingSelected, GUITrackItem.CanReplaceOrCancel)]"
with
visible = "[GUITrackItem.IsCurrentBuildingSelected]"
4. Save edited file.
5. Profit.
