mat_specular 0 does not fix missing textures, what addon am i missing?

For some reason i cant download this one or rp_finn and vk.com and twitter are blocked

This is awesome and cool but is missing some stuff in the hl2 beta but either way its super cool!

May I ask what happened to the old City17 beta map? Did the [Old] mean outdated, because compared to this, basically all textures are nonexistent. Not like this but just void black. I ask because both discussion and comments are disabled and all these maps you've made just fascinate me. Like do I have to download another mod to get the textures, or are the old maps dead and gone for good?
