In answer to your questions yes I can do almost anything. :/

Why NOD armor have soo high debuff for crossbows and stealth? Nod army always use sneak attacks, ambush and other things like flank attacks on GDI, because they have superior firepower, soo why debuff on main tactics for NOD? Or make versions fro militia (conscripts), scouts, heavy infrantry and workers (funny scientific outfits like chemical soldiers from C&C: renegade?).
Also can you make normal underwear for soldiers? Like wetsuits but with variations? like typical cheap version for conscripts, stealth suits for scouts, armored version for heavy troops and workers suits with a lot of pockets, and also backpacks that will have suit for all of them.

Also for this mod best suited is gun_manufacture, that add guns and ammo for them
