I take it I don't need it if I have the weapon and item overhaul mod?

The upgraded shields never became available through my current campaign as I advanced my tech level.

The balistic ones already available from the start. You have to edit the custom classes ini tho, if you don't use the base game classes. The upgraded ones are individually buildable as soon as you reach the required tech level

How do you build them? They're not appearing in the build menu for me at campaign start.
