Either way, remove that check and the controller works again. If you don't intend to make this change or don't want to update this addon, I would like your permission to upload a version of this addon with this fix applied.
I hoped for this it would be "wire_fin_controller" but it doesn't seem to be
2. Left click on a Prop which has Fin from the "Fin Tool" on it
3. Left Click on the Fin Controller
4.Wire something to the Controller that throws out a number, that number will set the Effiency
(Button, Constant Value, Expression2...).
The Fin Controller won't do anything until you give it a number
