I've done some troubleshooting to see what the issue is. I went ahead and removed my own local files in order to start from a clean slate and download both mods straight from Steam. Initially I also couldn't see the skins in the customize character menu. After a quick websearch, I came across the modding link on the GP wiki about installing Steam Mods (https://gardenpaws.fandom.com/wiki/Modding) . After following the directions, I was able to see the skins in the customize character menu.
I've added the steps to each mod description. As an additional test, I asked a friend to download and install the mods using these instructions and they appeared for them. Hopefully, this should fix the problem. You should be able to access the skins immediately, they aren't hidden behind a quest chain or any requirement.
