Sometimes mods don't load instantly and you have to launch game a few times or close steam and open it again, or even launch computer second time. Eventually you can unsubscribe mod and subscribe it again. I hope it will help you.

Fortunately it isn't last mod for the Cortex Command because of Cortex Command Community Project (CCCP

) and mods uploaded outside Steam.
