Was that recently or you just remembered something?
Cause currently most of the mods are broken.
I'm not going to test anything myself and do not recommend others to waste time until fix.

i dont know what you can do better, without replay, but it should be quite easy to grow above 20 earlier.
If more people will have same problem i can think of balance changes

I've completed this map on singleplayer. Perhaps I dont know how to properly play as raven, but there were less than usual food sources, which forced me to stay at ~20 pop and very few to spare into axe throwers.

eventually got enough gold to buy stone and iron which improved food income and permit me to jump to 45~ pop.

166 minutes was too much time for my tastes, but the island mechanics were nice.
