No, it only affects players. I'm not sure GMod supports a good way to modify NPC movement speed on the fly (it's probably a limitation with the Source engine).

you should add an optional feature that can be enabled and disabled that makes it so that your stamina drains faster if you're at a certain health threshold

Is it possible to create an overhealing addon. Where if you have more HP than maximum, it'll drain until you reach max HP again, similar to Wolfenstein.
