I assume you are talking about unique building restriction ? If that is the issue you can;t place this, you can use this mod https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2781804786 to disable unique building restriction

you mean the concrete texture ? I believe that is the concrete texture from a theme : SCT home comming . The photo is from my own theme mix but that specific texture is from the theme I mentioned above. It's a very nice theme.

I don't know. But I think you can use it, since I saw some old 1960's photo in other air field having their ATC similar to this . I think after 1950/60 when the air force enters the jet era, the ATC start to have similar size like this and have this permanent building structure instead of the iron truss structure like in WWII .
