This needs more work put into it, no doubt it's a good idea but if you follow off of other community items than you should know the standard for cosmetics, it gives you a better chance of getting your items in as valve wouldn't add this, Also try a more clever name, Valve likes alliteration or pun type names. The texture just seems a little too rough for TF2. Try looking at some similar items to work with.
