There is those 4 variables what are rolled to modules, and power need is rising by those.
I understand this is a balancing mechanism, but the fact you already have to deal with a massive cargo/assembly ship to support a Portable Refinery, power requirements doesn't leave much room for it before Trinium.
I don't suggest removing the power costs, just reduce their scaling and give them an upper cap of a hundred gigawatts.
The fact you're putting that much volume into a Generator for a single subsystem (versus putting said volume into another Shield Generator, Computer Core, Hyperspace Drive or something) should be enough of a handicap.
But since edit will be only few secs i can maybe throw update at some point.
