Norfolk I chose a smaller city I had that issue too. I eventually moved both station down to the lowest point and then I could add all three industry, I hope this helped,

I couldn't build industry in Norfolk. It showed all the green spots but just didn't go in there

Which DLC do you need for this scenario

Anything to change? No. When I play someone else's scenario, I accept it as it is. Everyone has different tastes. Your scenario matches my taste's with one tiny exception: research. I like to set research at 50 (and legacy at 150). That's just my own personal preference.
