I think the "new south" ability is an interesting concept, but the fact that you have no civ ability until you get industrialization makes it extremely weak, in my opinion. Industrialization comes pretty late. This is made even worse with the fact bombers come even later. I realize the theme you're trying to do, and that's definitely cool, but from a purely gameplay POV, it's pretty off-putting.
