Would be balanced if it increased the adjency bonus in the city it is built and not for all cities. It is way too strong as is. Other than that, it looks great and is a nice honor to the now defunct observatory.

I think it is still a little overpowered. Without this effect "Receive a boost to a random technology for every Space Race project completed" would be more balanced. Nevertheless, great work.
