As far I remember, it is on: Browse -> Games -> Team Fortress 2 -> models -> player -> items -> scout.

He has too much requests, I have a friend which started to do few hexes, but he's usually busy, and we're trying to find a good time to do those things. I've tested his hex but it haven't worked really well (it worked for me, but when I uploaded the addon, it wasn't working anymore), so yea.

If any day I learn hexes, I'll think. I have a lot of paintable alternatives that I've made for tf2, but I can't import to gmod, or else by replacing the currently alpha mask for that hat (that will replace the default paint area)

I would need to hex and I wouldn't do it. Kringle Collection has an unused paint abillity for the neck part of the model.

I currently don't know how to hex.
