@zefilipe I know that is possible, but if you want a restaurant on the quay the pedestrians would get in the way. So to leave it bare seems most versatile.

By the way. Since Sunset Harbor update it is possible for citizens walk on the Quays. Like here: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2050771724
Maybe you could have a look into it. Maybe you'd check it with @Avanya who made the other quays.
